Potin-Ziro road in quagmire
Staff Reporter
ITANAGAR, Sep 27: Even after Union Minister of state for road, transport and highway (MoRTH) Mansukh L Mandaviya promised in Ziro that repair of Potin-Ziro will be taken up soon while announcing an amount of Rs 10 crore for maintenance of Potin to Bopi stretch; work is yet to be started as officials of his ministry are still struggling with the estimate.
"As the said stretch of road belongs to MoRTH, their engineers are preparing estimate. After that tender will be done and then only repairing work will start," informed Chief Engineer, Highway, Bora Ete. Further, he added that till the compensation issues are resolved, the work for Trans Arunachal Highway (TAH) will not start.
"Ministry has made it clear that land compensation costing Rs one crore per kilometer will not be accepted. DC Lower Subansiri is supposed to submit compensation claims at the earliest for approval so that work can be started from winter onwards," added CE.
State PWD handed over the stretch of road to MoRTH as part of Trans Arunachal Highway. However, due to land acquisition problem, the ministry has refused to start the work. Ministry has twice rejected the compensation estimate submitted for the stretch between Potin and Bopi claiming that it was too high.
When contacted Lower Subansiri Deputy Commissioner Kemo Lollen informed that district administration will submit the final reassessment amount to ministry this month.
Earlier Rs 600 crore was submitted to ministry for compensation which was out rightly rejected as it was deemed too high. After minimizing the total amount, the district administration had resent the claims amounting to Rs 463 crore but the ministry rejected it again on the ground of exorbitant rate.
The total stretch of road is 157 KM from Potin to Bopi which falls under Lower Subansiri district.
The Government of India's compensation rate is Rs 1 crore per kilometer; however DC stated it is not applicable in Lower Subansiri, as most of the structures are near roadside.
"If we dismantle road side structures, we have to compensate them immediately, as many families have no other place to go" Lollen added. He further disclosed that compensations for Yazali and Yachuli townships are estimated at Rs 12 crore each.
"The state government doesn't have formula to downsize the rate," DC said.
Meanwhile, the pathetic condition of Potin-Ziro road is posing serious threats to the lives of motorists. At several places, the road is on the verge of collapse. The road is strategically very important and is lifeline for the people of Lower Subansiri, Upper Subansiri, Kra Daadi and Kurung Kumey districts.
At the pace the issue pertaining to land acquisition is moving, it appears that there is no immediate relief in sight for the users of Potin-Ziro road. The motorists will have to trust their driving skills and not the road to reach home safely.

Afghanistan Vignettes  - I
[ Dani Sulu ]
Life has a way of throwing up surprises, and one such unexpected road which took my life unaware was my posting to Afghanistan. In a hindsight it was a wonderful experience, but living that experience was completely a different song. As one of many aids, Indian government is providing to fledgling Afghanistan government, road from Zaranj to Delaram (215KM) was also taken up by India. Border Roads Organisation was entrusted with this job. I went there and stayed for two years and came back during November 2007.
I landed up at Kabul Airport on 25th October 2005. The winter was setting in and whip of cold wind played with my unkempt hair as I stepped out of Airport. The birds view of  town surrounded by barren hills,  reminded me of Kathmandu Valley which I had visited as a college student with my just married wife. Kabul  Airport itself reminded me of our old Ziro Airport. Only difference was that  it had pot holes near the edges of runway and number of bombed Aircrafts lay  scattered all over, like broken toy airplanes in my children's room.As we slowly piled up in front of immigration counter,  people at the counter looked at my passport and at me, and scrutinized my face to a point of embarrassment. They repeated it for sometime and took me to a different room. They refused to  believe I was an Indian and put my pass port to scrutiny again and again. Only after I showed my disquiet and showed Ministry of External Affairs letter to Afghanistan Embassy, did they let me through ever so reluctantly.
Next morning I flew down to a place called Zaranj in a eight seater small plane. Weather was clear and sky was deep blue stretching far into the universe. Down below, there was not a whip of cloud.  I could fill my eyes with awesome landscapes. As  we crossed mountain range after mountain range, in a two hours flight to Zaranj, not a forest was seen. The mountains looked dark and barren  which reminded me much about surface of Mars and other planets  we see in science fiction movies.
Landing at Zaranj was totally different experience. The runway was not metaled and it was laid with small stone chips. I had the childish fear that one of that stones might pierce the tyre and it would burst. Nonetheless, it landed safely and I experienced the most wonderful flight I have ever flown.
Zaranj is the capital of Nimroz Province and the city centre is hardly half a mile from Iran border. This is one of the remotest part of Afghanistan. I suppose it should rank among the remotest in the world. The whole of province has not had any metaled  road in history. There is a huge market for second hand four wheel SUV  as all the journey is a cross country run through the desert. There is no system of vehicle registration and driving license. So all the vehicles have the registration numbers of previous country and owner.
There were no banks existing when I landed in Zaranj. People kept their money with money lenders. There is a money market where various currencies are sold and bought. Currencies of various countries are kept piled up on the shelves and people come and purchase as we buy vegetables from vegetable market in India. It was something very new to me and I took some time to understand the system. Iran currency i.e rial and thuman is the prevalent medium of exchange, although US dollar is also favored by many. Afganistan Govt has introduced Afghani currency and DA Afghan Bank. But people hardly showed their faith in Afghani currency or DA Afghan Bank. They still prefer to keep their money with money lenders and hold foreign currencies. There are no cultivable lands nor any industry, but God has blessed them with acumen for money management. Afghans are very good business men.
Security was a big issue. Although Taliban Government had fallen two years back, it was resurfacing in this part of Afghanistan with much more vigor and determination. Within twenty days of my joining, one of our men from Kerala was kidnapped and beheaded. Many a time our people used to be ambushed on the road sides. There was a constant fear stalking us whenever we moved outside. Every vehicle we passed by was viewed as a potential suicide jihadist. There were times at night when one would watch rockets falling around the camp with total despondency. These were moments of helplessness. We lost number of our own people and also Afghani soldiers who were guarding us to our enemies. It reminds me of old adage " There are no atheists in a cornered place." Everybody thought of their maker in such situations.
I came back to India towards the end of November 2007. Today, the road stands completed and the remotest place in Afghanistan stands connected to the rest of Afghanistan .
Afghani People are warm and hospitable, but have that trait of short temper which comes in a package with honesty and simplicity.

Prime Minister Narendra Modi running upto 2014 general election had promised to take strong action against Pakistan incase neighbours indulge in hostile activities. But even after terrorist attacks at Pathankot and now in Uri, Modi government has not been able respond firmly to Pakistan. There is no concentrate policy to tackle hostile neighbours like Pakistan and China.

Due to piling of huge public pressure the government of India has decided to take some action. India has decided to review the Most Favoured Nation, MFN Status given unilaterally to Pakistan. Prime Minister Narendra Modi will chair a review meeting in this regard on Thursday. The decision comes on the heels of a meeting yesterday where the Prime Minister reviewed the Indus Waters Treaty. India also decided not to take part in SAARC summit scheduled to be held in Islamabad in November this year. These are short-term measures and there is a need to make long term strategy to deal with Pakistan. India also needs to improve internal security which has been exposed by the Uri attack. If a highly secured place like army camp comes under terrorist attack, it shows that something is seriously wrong. Government should improve intelligence gathering and also modernize the police force. The police modernization is due for the last many years.  There is urgent need to revamp the internal security scenario.

Judicial functionaries should be made accountable

Dear Editor,

Generally, people in India have a wrong notion that functionaries of Legislature and Executive are the most biased, corrupt and manipulative.

However, it's a shocking fact that some HUMAN MY LORD & LORDSHIP from bottom rung to the highest level are infact the most biased and corrupted mentally, morally and legally. The series of controversial judgments coming out from the Judiciary in violation of Constitutional provisions and established procedures of law are the stark manifestation of blatant illegalities done in the pretext of transaction of public cum judicial processes. Complaints against erring judicial functionaries are generally avoided by the people because; the redressal mechanism of a complaint itself is purposefully made so cumbersome that it's almost impossible to get justice. So, the hackneyed old saying fits there “Power corrupts and absolute power corrupts absolutely". The arrangement of extremely tedious complaint redressal mechanism against the judicial functionaries is a clear pointer to rigid institutional arrangement of avoiding effective accountability and punitive actions for their illegalities, and it is against the fundamental doctrine of equality before law.

In spite of the hubristic, authoritarian and illegal way of functioning, since the HUMAN MY LORD himself is not the real OMNIPOTENT LORD or the Creator of life and Universe, people generally keep patiently watching in amusement to see them and their beloved one's held accountable, judged and stringently punished by the ultimate Lord of Universe for their indiscriminate immoral and illegal activities.

Furthermore, over-hyphed designation and addressing of judicial functionaries as MY LORD is absolutely illogical and absurd because of the reason that, the judges and magistrates themselves are not God nor Creator of Cosmos to deserve the form of address, and a Constitutional Amendment Bill need to brought in India to discontinue the practice fraught with utter absurdity. The title Lord should be reserved only for the Lord of Creation, the Creator of Universe. And logically and intellectually, the judicial functionaries themselves should voluntarily give it up to be addressed in a way similar to God; for their sane and logical minds should be convinced by themselves to stop usurping the status and title of God; and rather better addressed as Honourable, Highness, etc, etc, but definitely not like God because it is absolutely immoral and illogical from a human to try to equate with the status of God himself. Rationally, even the terms, Honourable, Highness, VVIP are not deserved to be used by the Judges Ministers, Legislators, etc because of their ignominious illegal and corrupted practices and also going by the importance of the sphere of activity. Even in any logical consideration, after the Creator of Universe, the Creation including Mother Nature, then the parents who had borne every person to life, the other class of people who meritoriously deserve the titles like VVIP, Honourable, Highness, etc are the farmers and the farming class whose toiling and yeoman contribution feeds the whole population in a society and keep them alive in the World to be worth making any contribution.

Also the judicial functionaries should be equally made accountable and punishable as per the generally established procedures of Major Criminal Law just like any other offender since no one or no class of people should be put beyond the pedestal of common law by invoking the doctrine of equality before law, and cumbersome complaint redressal mechanism against any erring judicial functionaries should be struck down by the honorable Supreme Court to set an example of institutional self-disciplining and infusing accountability within the Judiciary in the greater interest of the people and the country.

Yours,

Tagam Mibang

ALG Aalo- Far from a success story

Dear Editor,

On a sunny afternoon, sometimes in the second week of September 2016 when I was in a local garage fixing a snag in my old and outdated hatchback, there was a sudden roar and deafening sound in the sky and everyone in the vicinity ran out and looked upwards…I too could not stop the temptation and ran out just to find a giant AN 32(a Russian made military aircraft) hovering over the Aalo town. Later it was understood that it was making repeated attempts for landing in the newly constructed but yet to be officially inaugurated  Advanced Landing Ground(ALG), located at the heart of the Aalo town. It made four attempts from the Patum Bridge-Siyom Colony side and attempted two times from Aalo Circuit House-Upper colony side but in vain. Amidst the congratulatory messages, comments, and feeling of jubilations that later appeared in a social media site about its successful landing in the newly constructed  ALG, the curiosity in me grew and I delved more into the issue only to find from sources later on that it was a failed attempt by the pilots and it could not land in the much anticipated and much talked about ALG, where the tax payer’s  money worth crores have been spent for its construction. The Air Traffic Control(ATC) Office at Aalo confirmed that the Antonov- 32 aircraft did not land, which had taken off from Jorhat airbase that day.

Obviously, I was very disheartened. It was nothing short of a shattered dream as there was lots of expectation from this ALG. Immersed in the thoughts, that the day which otherwise could have been a significant one, had the plane landed, turned out to be big a disappointment.

As it is well known that following the MoU between GoAP and Ministry of Defence, GoI in June 2009, the Indian Air Force had embarked on an ambitious reconstruction plan to upgrade eight ALGs, including infrastructure development-a move that promised to provide a major boost to the country’s existing operational capabilities in the Eastern Air Command. The Rs 720-crore project to develop ALGs got an impetus in 2013. The 7 ALGs include- Tawang, Walong, Mechuka, Vijoynagar, Tuting, Pasighat, Ziro and Aalo. The ALG at Tawang, once completed will allow for the landing of C-130J Super Hercules, the latest induction to the air force’s transport aircraft. These ALGs are supposed to have  night landing capabilities that could prove a big asset to the forces manning the borders. These landing grounds are aimed to facilitate civil air connectivity, providing a fillip to the infrastructure and tourism development in the NE region

Now the question is why it could not land? When the neighbouring Pasighat ALG recently had the privilege of hosting the Sukhoi fighter aircraft, the most powerful warship available with the Indian Air Force, making it a red- letter day in Arunachal history and a landmark in the defence history, then why is that Aalo could not even accommodate the AN 32 which essentially is a transport plane. The sight of which every Aaloite has been witnessing, consciously or subconsciously, passing through the Aalo sky ever since our childhood, heading towards and then disappearing in the horizons of the hills in the direction of Mechukha and Monigong. The sight of it parked in the new ALG would have been a treat to the eyes.

Is the ALG at Aalo faulty in its design? Was it justifiable to upgrade the already congested and not so ideally located helipad and upgrade it to ALG in anticipation of allowing bigger planes to land? Also it is to be noted that besides the noise pollution and its ill-effects, god forbid, in case of a crash there would be heavy human casualties. Keeping in view the need of the time and taking into consideration the strategic importance of the region, was the decision to upgrade the present ALG a pragmatic one?  If not, then what was the reason not to choose the much better alternative site at ‘Tar Moba’ near Kombo village, some 12 kms from Aalo town ?  Site having enough air-space and approachable from all four corners and donated free of cost by the villagers, where all these lacunae could have been sorted out. It was clear from the beginning that there was no free land for expansion in the present ALG site. Old market, new market is within the 100 meter radius of the parapet of the ALG. In a recently held meeting with the state govt, Air Marshal, C Hari Kumar, the Commanding-in-Chief of the Eastern Air Command  has again  raised certain issues like encroachment and constructions around the ALG. Particularly the ALGs at Ziro and Aalo have major issues of air safety and air-space, specially for use of fixed-wing aircrafts, as raised by the IAF due to the presence of civilian population in the vicinity of landing strips that have to be resolved before fully operationalizing them.

As per the MoU signed between the GoAP and Ministry of Defence, GoI there was a provision of Civil terminals. Of late, the demand for civil terminals in these ALGs has gone louder with the state govt pitching for it in the recently held meeting with the IAF.  Is there enough land at the present site for this? Who is answerable to the people? Or is it again an another classic case of our misinformed and not so far sighted ‘Nyigoms’ failing us again in a vital developmental aspect that too of strategic importance, because of their lack of far sightedness and vision less execution and signing spree of MoUs ?

In the process has not the Aalo public been deprived of a major developmental event after years of lull which could have been truly an asset and in the process crores of public money going down the drain ? Why is Aalo in particular and West Siang in general getting out of the race in the path of development? Why were all these points overlooked while choosing the site? Undoubtedly, the construction of the ALG in the proposed site at Tarmoba would have ensured heightened economic activities for Kombo village as well as for the adjoining villages like Doji, Ngomdir and Beye apart from creating indirect employment for the locals.

Unofficial statement from an IAF official posted at ATC Aalo is that for a safe landing the runaway need to be long enough and for that the descending planes coming from Patum bridge side has to over fly a hill top adjacent to Army brigade, which is too close to the runway, thus posing a big challenge. Is the much hyped and much talked about Aalo ALG then constructed just to accommodate the IAF helicopters in this age of modernisation? Are we to be just satisfied with the Pawan Hans, considered to be the flying coffins? Will someone at the helm of affairs please answer?

On one hand  the IAF wrote a  new chapter in India’s defence history when Sukhoi fighter aircraft made its maiden touchdown at Pasighat, on the other hand- Is Tar Moba going to be remembered as a ‘lost opportunity’ for  the Aaloites by the upcoming generations ? I am afraid, it is and we are destined for the usual chopper rides for years and years to come or perhaps forever!

Yours,

Raja Jini, Aalo
